MatPlan, a transport (VRPTW, DARP, taxi/cabs) planner
The CABS planner (v0.1) is a static general-purpose planner based on the forward AI-planner heuristics of Fast Forward, but reformulated in the Action Resource Framework (ARF). An example on moving taxis can be found here, and its documentation here. Although the name may suggest it, this planner is not especially designed for planning the routes of cabs. You need MatPlan for that.
